
We’ve asked all of the candidates standing for election to Cheshire West and Chester Council to provide our readers with a short introduction to themselves.
We’ll publish these daily for all 45 council wards (in alphabetical order) in the build up to the local elections on 4th May 2023.

Listed below are all of the candidates seeking your vote in the Marbury ward.
Voters in Marbury can select three candidates to represent them on Cheshire West and Chester Council.

Sam Dodgshon (Liberal Democrats)
Born and bred in Antrobus, I have been active in community campaigning for years.
In 2015 I successfully lobbied bus operators to retain the Warrington – Northwich bus service in Antrobus when it was taken away.
I went on to train as an architect and began working in planning and housing advocacy – running tenants advice clinics in some of England’s most deprived areas, and giving pro-bono planning advice to community groups looking to affect change in their area.
I currently freelance in the charity sector, now working with the British Horse Society to protect our rural public footpaths and bridleway network.
As part of this work I have visited parish councils across Cheshire and beyond, helping communities apply for protection of 100+ historic rural routes.
I am the youthful, energetic voice that Marbury needs fighting for us in Chester!

Roy Garton (Liberal Democrats)
I am a retired fire officer, and my family have been living on Lydyett Lane in Barnton since 1963.
A longstanding advocate for the area, I served as the Vale Royal borough councillor for Barnton from 1999 to 2009.
During that time I fought hard for a replacement for Winnginton Swing Bridge, and to ensure that sufficient services were built as part of planned housing developments in Winnington, but was ignored by the Conservative leadership on Cheshire County Council.
I was the clerk of Barnton Parish Council from 1997 to 2011, as well as serving a stint as a Northwich town councillor.
I am a lifelong coarse angler, and was a member of the North West Regional Fisheries, Environment, and Recreation Advisory Committee for six years.
I have the experience that we need in a councillor, and I’m ready to fight for you!

Lynn Gibbon (Conservatives)
My priorities for eight years have been to provide a proactive and prompt service, helping residents with wide ranging issues on schools, disabled access, planning issues and proposing a ‘Respecting Communities Guide’ for private landowners’ events.
As shadow cabinet member for housing regeneration and growth, deputy leader of the Conservative group, and a member of four regeneration groups for Northwich, Winsford, Chester and Ellesmere Port, life is busy.
I have held the administration to account at cabinet and full council – on Winnington Bridge, Soot Hill, budgets, parking, flooding and highways issues across the ward.

Annie Makepeace (Liberal Democrats)
A former school teacher, I have been a big part of life in Wincham for decades.
I was chair of Wincham Parish Council, and served as a Vale Royal borough councillor for Wincham and Lostock between 2007 and 2009.
I was the pub preservation officer for CAMRA in North Cheshire, and worked hard to save a number of our local pubs from closure and ensure that landlords across Tatton got the support they deserve as vital community resources.
I am also a keen environmentalist, an accredited waste reduction volunteer, and was the founder of Wincham’s gardening club.
I have been speaking up for Wincham for years, and am the right person to make sure Marbury gets it’s fair share in Chester!

Phil Marshall (Conservatives)
A resident in Marbury for eight years and elected Councillor in 2019, I live in Whitley with my wife and family and run a business in the creative sector.
I have been an active member of the community for over 20 years, and a member of the action group working to retain the greenbelt, north of Marbury Ward, since 2016.
As shadow cabinet member for workforce and democracy, my wide experience in the private and third sector has helped me scrutinise council decisions over the last four years.
I hope to build on my experience with Cheshire West and Chester Council and the wide network of residents, parish councillors, businesses and officers to continue having a positive impact on the ward.

Norman Wright (Conservatives)
I have been a Marbury councillor for 26 years, starting with Vale Royal Borough Council in 1996 and I was elected mayor in 2006, raising £15k for a local diabetic fund.
My wife June, a retired music teacher, and I are residents of Anderton with Marbury where I was a parish councillor for 40 years and chair for 20 years.
Since the inception of Cheshire West and Chester I have been a member of the fire and rescue service, the planning committee and the licensing committee.
Marbury has 12 parish councils, which I often attend, providing help and advice as appropriate.
So Cheshire remains proudly non-partisan and has provided the same opportunity to all parties and independent candidates.
