Council responds to MP’s criticism over parking fines

Cheshire East Council has responded, after Crewe and Nantwich MP Kieran Mullan complained about unfair parking charges issued whilst groundwork was being carried out at a car park in Crewe.

The MP was annoyed that the council had turned down appeals from motorists who were caught up in a botched car park closure on Oak Street, arguing there was inadequate signage to warn drivers about the closure.

The council said in a statement: “Oak Street car park had to be temporarily closed.

“Several notices were posted at various locations around this car park, including entrance and exit points, giving advanced warning to motorists that it would be closed temporarily on three dates – 22nd, 23rd and 24th August.

“The closure was necessary to enable ground investigation works to take place on the site proposed for a new Youth Zone activity centre.

“We are aware of concerns raised by some drivers who were already present and had paid. These will be reviewed, with refunds issued, where applicable.

“Anyone wishing to appeal any penalties issued is advised to act in accordance with the instructions on the penalty notice. The council will deal with an appeal in accordance with published national guidelines.

Dr Mullan also complained that the mobile parking app used by the authority still accepted payments, further compounding the issue as drivers thought this meant it was ok to leave their car there once they had paid.

The council said: “We are working with the provider to improve mobile phone payment functionality and any PCN issued as a result of a purchase via the Pay by Phone app for the period of a closure will be considered favourably on appeal.”

The authority added: “We are also aware of staff being verbally abused. The council does not tolerate abuse of staff in council buildings or in public places and will take the necessary actions.”
